The most recent figures, however, show that progress in reducing the fatality rate has slowed and that specific road users or demographic groups are not witnessing the same improvements as the rest of the population. Road safety is a shared competence, implying that many measures are primarily dealt with by Member States. However, the EU, in line with Article 91(c) TFEU, has significantly developed the acquis in this area, with the Commission adopting several policy frameworks on road safety. In 2003, the EU set itself a target in terms of reducing road fatalities, and regularly monitors progress towards this goal. Congestion increases spatial inequalities, differently according to absolute or relative measures of change. By means of examples, this paper shows that even simple accessibility indicators could be useful to support decisions taken by planners and politicians (e.g. as regards the development of residential, industrial and business park areas). Maps indicate the spatial inequalities in terms of accessibility to urban centres and transport nodes, and the impact of congestion on these inequalities. The absolute and relative time losses due to congestion affect different areas in different ways. The location of new developments further increases the congestion problem and the spatial disparities. The new TRAMsim system uses a Monte Carlo approach, which evaluates all possible public transport and walking origin–destination (O–D) trips for k-nearest stops within a given time interval, and selects appropriate variants according to the expected scenarios and parameters derived from local surveys. For the city of Ostrava, Czechia, two commuting models were compared based on simulated movements to reach (a) randomly selected large employers and (b) proportionally selected employers using an appropriate distance–decay impedance function derived from various combinations of conditions. The validation of these models confirms the relevance of the proportional gravity-based model. Multidimensional evaluation of the potential accessibility of employers elucidates issues in several localities, including a high number of transfers, high total commuting time, low variety of accessible employers and high pedestrian mode usage. In this article, the construction of a county greenway network is based on multiple needs, such as ecological protection, characteristic landscape, leisure and recreation. The ecological, cultural and economic values of resources are taken as the basis of identifying a greenway network. We establish the gravitation-resistance model to measure network flow based on the attraction and resistance between resources. In particular, by means of network flow analysis and the geographic information system (GIS), the resistance and gravity are assigned to the resources and landscapes, respectively. The attraction between elements is then measured using the gravitation-resistance model. The distribution of resources and the trend of integration are analyzed by the combination of the centrality of resources and the ratio of supply to demand. Based on the analysis results of network flow, the paper puts forward a strategy for developing a county greenway network, and improves the scientific evaluation of the spatial resource. Generally speaking, road networks and their spatial relations reside on a plane, which generates a specific network structure termed as a planar network. This observations result in the degree distributions in road networks which contain a considerably different characteristic compared to other types of networks. In order to analyze these special networks, we introduce a novel approach using the centrality and entropy of various distributions estimated from the network topology. In context of sociology, the centrality is used for find an important actor in a social setting. The entropy of these centrality distributions provides a way to examine the characteristics of selected road networks at city, county or state levels. We conjecture that the proposed tools will help transportation experts to gather in depth information on existing road networks. An aggregate classification using travel diaries produces representative activity patterns that are implicitly specified in terms of temporal information, activity purpose and sequencing. The classification also provides probability distributions of activity dimensions such as purpose and duration. Additional households are sampled and, based on demographic, land use and network characteristics provided by the GIS, a target representative activity pattern is specified as are ambient activity densities. Activity characterists such as purpose and duration are drawn from the distributions associated with the target pattern: trips are sequentially simulated based on a Monte Carlo approach of potential activity-specific destinations within a range of travel times from the prior and the home locations. The nature of the simulation is such that the simulated pattern, while maintaining the general characteristics of the target representative pattern, reflects the activity distributions and network characteristics of the household being simulated. The resultant set of activity patterns may be aggregated for any defined spatial-temporal limits. traffic (AADT) at portable traffic monitoring sites (PTMSs). Both the estimation and the application of seasonal factors are based on the consideration of similarities in the traffic characteristics of roads and on engineering judgment. FDOT desires a more objective and data-driven method to improve the accuracy of SF estimation for PTMSs. A previous study investigated traffic and land use data in Southeast and North Florida and demonstrated the possibility of identifying the link between land use variables and seasonal factors. This paper describes a statewide investigation to identify potentially influential variables that contribute to seasonal fluctuations in traffic volumes in urban areas in Florida. A method is also developed for assigning seasonal factors to PTMSs. The test results show that the errors of the estimated seasonal factors are on average 5%. The Texas Transportation Institute developed a procedure to select traffic count sites randomly on local streets that results in a statistically valid estimation of local street VMT. The primary goal was to yield a statistically valid median traffic volume to apply to road segments on which no count is taken. This procedure involves grids overlaid on maps depicting the functional classifications of streets in a given area. All grid cells are assigned sequential numbers, and then a relative range of random numbers is generated. The actor then locates the grid cells that correspond to the randomly selected numbers in the order in which they were generated. Each time a cell that contains a local street is selected, the actor highlights it and marks a count location on the map. This process is repeated until an appropriate number of sites have been selected. Statistical analyses have determined how many count locations are necessary to provide a representative sample of traffic counts in each area, depending on the population. By an oversampling in a variety of areas, median values of observed volumes identify the number of counts at which the diminishing rate of return on the investment in the counts occurs. This procedure has resulted in median traffic count volumes on local streets that more realistically represent the variety of local streets that exist. These median volumes derived from randomly selected sites are considerably lower than the median volumes derived from historical count locations that are not randomly selected. In addition, there are now randomly selected traffic count locations in area types of some counties in which no counts were previously performed. This creates the need for tools and methods to help answer the question 'where to build?'. Following a brief review of the policy and research context related to this question, this paper describes the design, features and potential applications of such a tool. The Propensity to Cycle Tool (PCT) is an online, interactive planning support system which was initially developed to explore and map cycling potential across England (see www.pct.bike). Based on origin-destination data, it models and visualises cycling levels at area, desire line, route and route network levels, for current levels of cycling, and for scenario-based 'cycling futures'. Four scenarios are presented, including 'Go Dutch' and 'Ebikes', which explore what would happen if English people cycled as much as Dutch people and the potential impact of electric cycles on cycling uptake. The cost effectiveness of investment depends not only on the number of additional trips cycled, but on wider impacts such as health and carbon benefits. The PCT reports these at area, desire line, and route level for each scenario. The PCT is open source, facilitating the creation of additional scenarios and its deployment in new contexts. Travel times by different travel modes form an essential part of such an analysis. This paper aims to assess the comparability of different methods for calculating travel time by different travel modes. First, we briefly review the methods used in previous studies and identify different typical approaches, which we then compare. We use three computational models respectively for car and public transport (PT), implemented in our case study area, the capital region of Finland. In the car models, (1) the simple model ignores congestion and parking in travel time calculation; (2) the intermediate car model accounts for congestion but ignores parking; and (3) the more advanced car model takes into account all parts of the journey, including congestion and parking. For PT, (1) the simple model accounts for transit routes but ignores schedules; (2) the intermediate model incorporates schedule data in a simplistic way; and (3) the more advanced model adopts a door-to-door approach where true schedules (incl. congestion) and realistic route combinations are accounted for. Our results show that absolute differences in car and PT travel times are notable in the Greater Helsinki area, no matter which models are used for comparison. Modal travel time disparity appears smallest in the city centre area. We conclude that using conceptually corresponding models for car and PT travel time calculations is the key to achieving a reliable analysis of modal accessibility disparity. A door-to-door approach in travel time calculations (adopted in the most advanced models) also makes the results truly comparable in absolute terms. Finally, the more advanced the applied methods are, the more data hungry the analysis is. The incidents belonging to the years 2003-2004-2005 were used to construct the Bayesian model (EB) and accidents belonging to the year 2006, were used to check for the reliability of the EB model. The Bayesian model was constructed with the help of cluster analysis. In particular, Cluster Analysis was used to identify the entity on which the Empirical Bayesian was subsequently applied. From the model, obtained by combining the two techniques, the accident waiting in the different entities for the year 2006 was estimated. The reliability of this model was very good. In fact, by comparing accident rates estimated by the EB model(for the year 2006) with the observed accident, a very low error was found. Using structural equation modeling and a 2009 survey of residents of Vermont, Maine, and New Hampshire, this study estimated how the availability of built amenities, natural amenities, weather and attitudes toward travel explain actual and unserved travel demand and subsequently quality of life. The presence of unserved travel demand significantly decreased quality of life, while the predicted number of trips taken had no impact.
