There is no one solution to protect us completely from accidents. The underlying theory of random events cannot ensure a complete and scientific explanation of the phenomenon of road accidents. Combining the theory with cause theory (human factors) explains the problem partially. The authors propose using combined models (meta models) to introduce the monitoring and control system of road transportation safety.
The UN and European Union have set up ambitious goals for improvement road safety to reduce the number of road deaths by 2030 by twofold. Therefore, this study aimed to follow the trends of road safety development across countries. The main goal was to find out best practices and set up measures to evaluate road safety.
The main indicator used is a number of road fatalities and road fatality rate and changes over time. This analysis shows that in addition to the indicators described here, statistical significance test should be applied for the change over years, especially when comparing countries with different sizes.
All relevant road safety data should be available in open databases. For example, data for fatal road accidents should be also publicly available. As the accidents involving more than one person are considered the most serious, this is extremely important to be further followed.
The research indicates that comparing the countries using road safety indicators is challenging. Data analysis showed that the relationship between the number of road fatalities and road fatal accidents is close to 1.1 in big countries. However, this ratio is more volatile for smaller countries, remaining between 1.06 and 1.3. This phenomenon still needs more in-depth analysis.
There is a constant need to develop new theories and more perfect safety models to be applied as new meta-models of road safety for sustainable planning purposes.
