The problem

The number of fatal road accidents is often volatile, particularly in smaller countries. The debate arises on how is it possible to measure road safety in general, and for reaching the sustainability UN target to reduce the number of fatal accidents by half in particular. It is a challenge to evaluate whether the safety on roads has improved or worsened compared to the previous periods.
